Os fundamentos constitucionais e os projetos legislativos para a paradiplomacia para pequenos e médios municípios: quando o global ainda mora longe do local

O cenário internacional atual gera o surgimento de novos atores. Nesta visão surge o enfraquecimento das fronteiras entre Estados Soberanos ocasionado pela globalização e pela abertura dos mercados além dos processos regionais de integração econômica, aliado pela descentralização e regionalização do próprio poder público, acabando por abrir um espaço nas relações internacionais. A perspectiva deste artigo é trazer a afirmação das entidades subnacionais e a ampliação da participação externa dos governos locais que passaram a prospectar importantes matérias, entre elas vinculadas as políticas: social, cultural, ambiental, econômica ampliando, contudo, a agenda internacional destes novos atores. Ao fim, é realizada uma pesquisa empírica em 43 municípios do Sul de Minas para avaliar sua prospecção internacional, potenciais e riscos. Nota-se que as cidades médias e pequenas ainda estão muito distantes do global, tendo pouca ou nenhuma estrutura e conhecimento do tema. Portanto, a contribuição para o conhecimento deste estudo no âmbito local, constitui importante passo para efetivar a regulamentação da atuação dos entes locais nas relações exteriores.
